ECONOMIC ANALYSIS
This project indicates a potential PROFIT of US$65 Million or 56% return on investment. The recently completed works at the neighbouring Mar Bella Estate informs us that a good working number for the installation of the infrastructural works at Costa del sol is US$2,826,086.00. This includes construction of 2.5 miles of roads, culverts, drains and electrification. Costa del sol comprises approximately 80,000 square feet of Commercial Space, 250 single family homes, approximately 60 condominium units and a 75 room Wellness Centre. The infrastructure cost amortized over 94 acre is US$30,000 per acre. The infrastructure cost amortized over the estimated 1,000,000 square feet of buildings is less than US$3 per square foot.

EXECUTIVE SUMMARY
COSTA DEL SOL LIMITED (CDSL) is a company duly registered to carry on business in Jamaica and is in good standing. CDSL is the developer of a 94 acre sea-side sub-division known as Costa del sol that is proposed as a mixture of commercial retail space, upper end residential / resort housing and a 75 room wellness centre. The sub-division is ideally sited 15 minutes from the Norman Manley International airport and 30 minutes from the centre of cosmopolitan Kingston, Jamaica the heart beat of the Caribbean.
The project contemplates a holistic development that caters to owner occupied residences and short stays recreational beach front properties similar in character to the Ironshore subdivision in the Parish of St. James. Like the Ironshore development a commercial retail complex of approximately 80,000 square feet is to be sited on 7 acres immediately adjacent to the main road. Three parcels of land of approximately 3 acres each have been designated for condominiums. A further 7 acre parcel has been set aside for a Wellness Centre/Hotel comprising of 75 rooms. The remaining lands are dedicated to single family homes, green areas and beach.
Future Prospects
Sitting Member of Parliament Dr. Fenton Ferguson has recently confirmed that a major Spanish Chain of Hotels has purchased large amounts of beach land further east at Golden Grove in St. Thomas. He confirmed that the permitting process at the parish council is in process. The establishment of that hotel will dramatically and irreversible drive up the price of lands from Harbour View to Morant Point in St. Thomas and will change the socio-economic face of the area significantly for the better.
Amenities
Westerly, existing amenities within 5 miles include a police station, restaurants, grocery, hardware and other stores, preparatory and high schools, gas stations, churches and medical clinics. Just fifteen minutes drive will take you into the cultural & social centre of Kingston. Live & movie theatres, first class restaurants, sophisticated shopping, night clubs, international banking, and savvy businesses that make up the sophistication that is Kingston Jamaica.
Easterly for seven miles is the farming town of Yallahs where amenities typical to rural towns can be found. Twenty Miles onwards is Morant Bay the capital of the parish of St. Thomas. Here is the seat of the Parish Council, the Saint Margaret’s Hospital, Police Divisional Headquarters, high school, supermarkets, hardware stores, guest houses, library, a public beach and other amenities typical of a metropolitan centre.
Within a 30 mile radius are numerous places of interest to visit. Port Royal, (30 minutes drive) is famous as the pirate capital of New World and the Bath Botanical Gardens is one of the oldest botanical gardens in the British Commonwealth. Captain Bligh’s breadfruit trees (immortalized in the movie Mutiny on the Bounty) were planted there as was the first Ackee trees to have come from Africa. Bath Hot Springs are world famous for their therapeutic value and healing qualities and Reich Falls simply because of its stunning beauty. The district of Boston in the parish of Portland is the very spot that the world famous Jamaican Jerk originated, and is only outdone by Trinity Ville the site of the very first documented Rastafarian meeting (December 1933). Paul Bogle, one of Jamaica’s National Heroes, is honoured in the Morant Bay Square where a statute by the famous sculpture Edna Manley stands proudly in front of the Georgian Court House.
Legal status & title
The lands are contained in Certificate of Title registered at Volume 1354 Folio 479. By resolution of the Saint Thomas Parish Council, sub-division approval for the development was granted, comprising 165 residential lots a large area of approximately 5 acres reserved for commercial use. That subdivision plan was prepared by Caribbean Planning Associates and is dated 1967. To take best advantage of this significant site and of the vastly improved potential of the geographic location, CDSL has chosen to redraw the sub-division plan and to re-submit it for approval of the St. Thomas Parish Council.
Costa del sol is flanked on its eastern boundary by the successful land sub-division of Mar Bella Estate.

WHERE IS COSTA DEL SOL
Situated at twelve-mile St. Thomas, approximately 30 minutes drive from New Kingston and 15 minutes from the Norman Manley International Airport. Road access is very good. There is a dual carriage roadway from the Harbour View Round- about (via Toll Road) to May Pen Clarendon, or to the exit for travel to Ocho Rios and Montego Bay.

A drive east to St. Thomas demonstrates that quality homes are appearing all along the coast. The neighbouring Mar Bella Estate has significantly influenced development going east.
Commercial development at Costa del sol:
The topography at the entrance of the development offers approximately 7 acres of relatively flat land. This area is immediately adjacent to the main St. Thomas road (Kingston to Morant Bay). This orientation makes the commercial development immediately accessible to all users of the main road. We are of the view that the vehicular traffic that passes this site is significant and presents an accessible market for the Commercial Complex. The amenities to be included in the commercial development are:

Residential development at Costa del sol:
The residential area is to be completely gated. Three themed condominium complexes each comprise approximately 20 condominium units of approximately 1800 square feet each. Suggested themes are OLD ENGLISH, MEDITERRANEAN, MOROCCAN, etc. Two Hundred and Fifty single family houses of approximately 2500 square feet each are proposed. The architecture will reflect the best of elegant seaside living. The residential sites are well above 100 feet above sea level and there is no risk of sea surge. Hurricane resistant designs are to be employed.
Wellness Centre/hotel:
There is no better site anywhere for a wellness centre/hotel. The climate is perfect, the parcel of land has been chosen for its awesome view and because whilst being in the heart of the sub-division it occupies an entire hill making it very discrete. The centre is to offer rehabilitation for substance abuse and sports injuries. A spa that markets the magical properties of the black sands from the Blue Mountains will cater to both day and overnight clients. Diet and fitness programs are also planned. An overseas celebrity clientele is the ultimate goal, however the daily cash flow is anticipated from a Kingston based clientele.

PROJECT STATUS:
The sub-division plan has been re-drawn by J.R. Mais and Associates, land surveyor, in consultation with one of Jamaica’s premier architectural firms, Rivi Gardner & Associates. Those architects are in the preliminary design stage for housing and commercial buildings.
MARKETING:
Mar Bella Estate, a gated land subdivision comprising 44 large residential lots is on the eastern boundary of Costa del sol. The average selling price per ½ acre lot at Mar Bella was US$60,000.00, and second sale prices have exceeded US$80,000.00. The Mar Bella lots were completely SOLD-OUT within 12 months of the issuance of the Parish Council Certificate of Compliance (Completion) and several months before the titles were issued. We do not anticipate any difficulty selling Costa del sol from Plan. |
